Requirements for the Readers

Access to the University Library is restricted to staff and students
of the University who are in possession of a current valid
identification card issued by the University, and to such other
persons as may be authorized by the Librarian. This card must be
used only by the member to whom it is issued.

Library users are expected to be civilized and properly dressed.

For reasons of security, smoking and using fire are not permitted in
the Library. Combustibles, explosives, and corrosive chemicals are
not allowed into the Library.

Bags, etc, should be locked in the Library pigeonholes, and must not
be left there for the next day. For reasons of security, ID cards,
cash and other important personal possessions should not be left
unattended. The Library has no responsibility in case of damage to
or theft of personal property.

The consumption of food and drink is not permitted in the Library.

Users should keep the Library clean. Spitting and littering are not
permitted in the Library.

Users should take care of the library recourses and facilities.
Vandalism is strictly prohibited. Advertising and distributing
leaflets are not permitted.

In the reading rooms, a user should not leave personal articles on
the desk to indicate that the seat is occupied by him or her. If the
articles are left there for more than twenty minutes, any other user
may take this seat. The Library has no responsibility in case of
damage to or theft of personal property.

Silence is required in study areas. The use of mobile phones in the
Library is prohibited. Phones and pagers should be either switched
off, or set to silent ring mode. Emergency calls may be made or
taken only in the designated phonezones. Failure to comply with
these requirements may result in a fine and/or exclusion from the
Library.

Use of the Library is conditional on observance of the Rules and
Regulations. Users must comply with these and with any reasonable
request or instruction issued by library staff.

Anyone failing to do so may be excluded from the Library and/or
incur a fine. The Librarian reserves the right to refer any breaches
of the Rules and Regulations and/or improper behavior towards
library staff for consideration within the terms of the appropriate
University disciplinary procedures. ¡¡
Library Cards?
- How to Get a Library Card?
- Faculty and Staff of the University may apply for a library card
at the Liberal Arts Library or the Medical Library.
- The undergraduates (including associate undergraduates) and
graduates may apply for a library card at the Liberal Arts Library
or the Medical Library, with the notification issued respectively by
the Academic Affair Office and by the Graduate School. The freshmen
will receive their library cards from their class presidents.
- Doctors serving at the University hospitals may apply for a
library card at the Medical Library, with their faculty ID cards and
certifications issued by the Personnel Department of their
hospitals.
- On-job graduate students, students engaged in further students,
and foreign students may apply for a library card with a
registration certification and a guarantee statement respectively
from the Graduate School, the Academic Affair Office, and the
International Cultural Exchange School.
- For the preparation of a new library card, the applicant should
offer a 1-inch passport photo of him- or herself and pay RMB 5 yuan.
2. Loss Report
and Re-application?
- A user who finds his or her library card missing should go
to the Library as soon as possible to report the loss. S/he will
be responsible for materials borrowed on his or her lost card.
- One week after reporting the loss to the Library, the user
may write to apply for a new card on the premise that all the
materials have been returned. In this case, s/he is required to
offer a 1-inch passport photo of him- or herself and pay RMB 10
yuan for the re-issuing service.
3. How to Get an
Admission Card?
If you are working or studying at Fudan, you may go to the Liberal
Arts Library or the Medical Library to apply for a general admission
card authorized by the Shanghai Information Resources Network, which
will allow you to use the reading rooms of the thirty libraries of
the Network. In this case, you are required to offer a 1-inch
passport photo of yourself and pay RMB 25 yuan. The validity of each
card lasts one year.

Disposal of Regulation Breaches

- Disposal of Overdue Items
- Library users are supposed to return the materials they
borrowed within the loan period. A fine will be charged on
overdue items.
- If the end of the loan period happens to be in the summer or
winter holiday, the library user may return the material s/he
borrowed to the Library within the first two weeks of the new
semester.
2. Losing Books
- Borrowers are responsible for protecting any Library material in
their possession against loss. They are required to report to the
Library any loss of the library material on loan to them. After
reporting the loss, they shall either purchase an identical copy of
the material for the Library or simply pay for the loss. In the
latter case, the charges shall be levied in accordance with the
following standards:
- Charges for the loss of ordinary books in Chinese and books in
foreign languages published in China are two to twenty times as much
as the original price of the books.
- Charges for the loss of one or more volume of a set of Chinese
books are the price of the whole set, and the remaining volumes
shall be kept by the Library. If the lost volumes are separately
priced and have quite a number of back-up copies in the Library, the
charges shall be levied according to the compensation regulations
for the loss of ordinary Chinese books. Borrowers who lost special
literature or foreign books shall pay ten to twenty times as much as
the original prices as the compensation.
3. Damage to the
Library Material
- The following constitute damage status:
Highlighting, pencil underlining, ink marks, margin notes, etc.
Separation of text from cover caused by dropping of items
Torn pages; pages removed by cutting or tearing.
- For damages that are not enough to destroy the material, its
borrower shall pay a fine of RMB 10 to 50 yuan.
- For serious damages that made the material irrecoverable, its
borrower shall purchase an identical copy of it for the Library. The
ruined material shall be kept by the Library. In case that an
identical copy is unavailable, the material shall be treated as lost
and the borrower shall be fined accordingly.
- Borrower who lost or damaged the library material shall pay
another RMB 10 yuan as the processing fee. All the payments shall be
realized by the persons concerned in cash.
4. Theft
- Materials that are taken by any user through various means
out of the Library premises without permission or being checked
out are treated as stolen. The user therefore shall incur due
penalty.
- First of all, it should be made clear that a theft has
indeed been committed.
- The stolen materials should then be instantly reclaimed by
the Library.
- If the user is a staff or faculty member, the Library will
report his or her theft to the department where he works. If the
user is a student of the University, s/he shall be treated in
accordance with the 2nd paragraph of the 13th article of the
Rules and Regulations for the Fudan Students.
- Any user who takes materials out of the reading room or the
stack room without permission shall be duly punished in
accordance with the following regulations.
- If s/he is caught for the first time, the user shall be
excluded from the Library and all its branches for one month.
- If s/he is caught for a second time, the user shall be
treated as a book thief.
5. Misusage of the Library Card
and Admission Card
- Any user whose card has no photo, ID number or full name that is
written or printed clearly on it will not be denied access to the
Library.
- Using others¡¯ cards or applying for a second card for the same
person is not permitted.
- Any user who has broken this rule for the first time shall be
excluded from the Library and all its branches for one month, and
for three months if s/he is caught for a second time.
- If a user lends his or her admission card to anyone else, the
card shall be detained by the Library. In this case, re-applying for
a new card or reclaiming the original one is not permitted.
6. Overtime of consignation
- Personal Property Left in the Pigeonholes after the Library Is
Closed.
- Users must take their own property out of the pigeonholes before
the Library is closed in the evening. If a user fails to do so, all
his or her property will be collected by the staff members and kept
together. To reclaim his or her property, s/he must pay RMB 5 yuan
per day as the management fee.
- Note: Any user who breaks Rule 4.3, 4.4, or 4.5 is required fill
in a form of disciplinary record, which will be archived by the
Library. Before his or her case is properly settled, s/he is
temporarily excluded from the Library and all its branches.

Check-out Procedures
- Users who are leaving the University for reasons of
graduation, transfer, going abroad and retirement are
required to return all the library materials they have so
far borrowed to the Library with a check-out form issued by
the Personnel Department. They should compensate for the
losses if any. After the library card is cancelled, the
Library staff members will impress an official seal on the
check-out form or issue verification.
- Those users whose ID papers are not kept by the
University, like the on-job graduates and students engaged
in further studies, are required to return all the library
materials they have so far borrowed. If they fail to do so,
their guarantee institutions shall take all the
responsibilities.
For Non- University Users
- Except for the University users, other people may also
utilize the resources of our Library. They should first
apply for a temporary admission card, which costs RMB 5 yuan
and will be valid for one week. In this case, they are
required to produce a letter of recommendation issued by
their employers and their ID certificate (employee card,
student card, retiree card, veteran carder card, ID card or
passport).
- In principle, non-University users may apply for an
annual admission card so long as they are Fudan alumni or
are cooperating with the University on a certain project.
Applicants should produce a letter of recommendation issued
by their employee and their ID certificate. They should also
offer a 1-inch passport photo of themselves and pay RMB 50
yuan as the processing fee for a card whose validity lasts
one year and RMB 30 yuan for a card whose validity last six
months.
- Non-University users are not allowed to apply for a
library card, but they may ask the staffers to copy library
materials for them. They may also ask for document delivery.
- During the exam weeks, non-University users, no matter
what type of admission card they have, are not allowed into
the reading rooms.
