Lancang-Mekong Youth Exchange and University-City Cooperation Forum held at Fudan

On March 25 and 26, Lancang-Mekong Youth Exchange and University-City Cooperation Forum was held at Fudan University. The Forum discussed how to better share resources between universities and cities across the Langcang-Mekong region to serve China’s national strategies.

The Lancang-Mekong Youth Exchange and Cooperation Center was inaugurated in July 2019 at Fudan University. It aims to build a mutilateral platform pooling and sharing educational resources across the Langcang-Mekong region, stepping up the exchanges of young people from China, Cambodia, Laos, Myanmar, Thailand and Vietnam, the six member countries in the Lancang-Mekong Cooperation (LMC), and the training of young talents in global governance.

On March 26, “Lancang-Mekong Youth Online”, an online platform jointly developed by universities from the six LMC member countries, was launched. The platform boasts functions such as online teaching and meeting, and is expected to grow into an online university in the future.

In March 2016, leaders from the six LMC countries attended the first LMC Leaders’ Meeting in south China’s Hainan Province. LMC has since achieved remarkable results and gained wide international influence in higher education and cultural exchange. With the support of the governments of the six countries and help from various partners, Fudan University has held the Youth Innovation Competition on Lancang-Mekong Region’s Governance and Development (YICMG) and developed a cooperation network among universities from the six countries

Jiao Yang, chairperson of Fudan University Council, said that it is of vital significance to convene such a forum around the fifth anniversary of the launch of LMC to better plan for future exchange. The forum has pooled the wisdom of various parties to discuss the ways to better align with China’s new development pattern, to identify the roles of universities and local governments in LMC and to promote international cooperation by stepping up domestic cooperation.

She further stated that, during the second five-year period, it is necessary to combine online and offline mechanisms, adopt useful practices applicable to teaching and learning during the pandemic, and make use of the Internet as a tool to boost cultural exchanges.

She also said that the Lancang-Mekong Youth Exchange and Cooperation Center, as a multilateral platform, should carry out more faculty and student mobility programs, co-run programs, scientific research cooperation and think tank partnerships and strive to provide good examples of education collaborations under the “Belt and Road” Initiative.

Representative of the Lancang-Mekong Cooperation China Secretariat Ji Lingpeng spoke highly of the endeavor of Lancang-Mekong Youth Exchange and Cooperation Center to serve national and regional development strategies and acknowledged the Center’s innovative measures such as building an online exchange platform to promote cultural exchanges during the pandemic.

Deputy chair of the Publicity Department of CPC Qinghai Provincial Committee Song Jiangtao pointed out that the forum marks a new stage for Lancang-Mekong youth cooperation and exchange. He hopes that university-city ties can continue to deepen through strengthened partnerships.

Representative of the Shanghai Municipal Education Commission Wu Yingjun said that this forum has established platforms between universities and cities hoping to strengthen collaboration through LMC. The forum has carried forward what was proposed in the “Belt and Road” Initiative and contributed to China’s “dual circulation” development pattern in the field of higher education.
